The First 60 is an 8-hour training designed for K–12 and college or university leaders and executive staff, in partnership with law enforcement, fire, and emergency medical personnel. This training program is designed to unite school-based stakeholders who share the mission of protecting students during a potential active-violence incident. The course brings together school administrators, law enforcement, and fire/EMS personnel to build a consistent, well-coordinated response framework across their jurisdiction. 
 
The title reflects the critical importance of the first 60 minutes of an incident—when clarity, defined roles, and rapid, synchronized action matter most. The course combines classroom instruction, hands-on skills training, and scenario-based exercises. Participants are guided through the development of site-specific standard operating procedures with a focus on student accountability and reunification, Rescue Task Force deployment, and a clear stop-the-threat/stop-the-dying approach. 
 
Participants apply practical principles of Incident Command and Unified Command while learning to set up casualty collection points and triage systems that integrate police, fire, and school operations. The end goal is a shared, actionable playbook that improves coordination and accelerates lifesaving interventions when every minute counts. 

The training brings public safety and education leaders together to build a coordinated response through a mix of lectures, tabletop exercises, and hands-on practical training. Participants will examine requirements across responding agencies and work collaboratively with all stakeholders to develop a standardized, locally aligned response protocol. Rather than discovering gaps during a critical incident, this course helps jurisdictions strengthen coordination, clarify roles, and prepare for a trauma-informed response before it is needed most.
